Running the university systematically under administration at different levels, and guided by the Open University of China (OUC), formerly China Central Radio and TV University (CCRTVU), ZOU takes the responsibility of giving professional guidance to 10 municipal-level branches, 60 county-level branches, as well as market supervision, giant chemical and other industries directly under the school units.

Apart from 11 municipal and 90 county community colleges, 1,230 town and subdistrict community schools and 19,252 civic village schools have been established. The total number of the institutions amounts to 20,584. There are also 8 UNESCO project schools of Rural Community Learning Center, 137 provincial demonstration schools for community education, and 11 community colleges to provide counterpart assistance to the community colleges in western provinces.

Zhejiang Open University for the Elderly was established in October 2016. Currently, there are 1,031 university-run institutions at all levels, including 1 provincial open university for the elderly, 11 municipal open universities for the elderly, 89 county-level open universities for the elderly and 930 township (subdistrict) schools. More than 530,000 elderly students have been enrolled, and the number of students registered in the “Third-age Classes”, a public service platform for elderly education, exceeds 1.2 million.

Zhejiang Lifelong Credit Bank has established a four-level service system, consisting of the provincial management center, municipal branches (university branches and organization branches), county-level sub-centers, and community acceptance points in townships and subdistricts, realizing full coverage of community education and adult education across the province. At present, 1,900 acceptance points of the Credit Bank have been built, forming a network of acceptance points throughout urban and rural areas.
